Grassland High Resolution Layer 2015

The European Environment Agency, as lead authority under the Copernicus Land Monitoring Service, co-ordinate the development of Pan European datasets. One of the products produced by the EEA under this programme are the “High Resolution Datasets” which are a data series covering numerous different thematic land uses / land covers. Comparable data is produced across Europe using earth observation methods developed in partnership with private industry. The Environmental Protection Agency, as members of the European network EIONET, provides data quality assessments and disseminates the data for Ireland.



The EEA have produced a Grassland dataset for 2015 under the High Resolution Layer programme. The main high resolution grassland product is the Grassland layer, a grassland/non-grassland mask for the EEA39 area. This grassy and non-woody vegetation baseline product includes all kinds of grasslands: managed grassland, semi-natural grassland and natural grassy vegetation. It is a binary status layer mapping grassland and all non-grassland areas in 20m and (aggregated) 100m pixel size.



The EPA currently only hosts the 20m resolution product on their GeoPortal as the dataset that were assessed and verified by the national team. Statement

The Grassland high resolution dataset uses 2015 as a new baseline reference year for the product. It fully replaces all previous 2012 reference year products. As a reaction to the lessons learned from the 2012 production, the approach was drastically changed, and the 2015 product is based on a longer time series of imagery from a few different sensors. In addition, the EEA combined radar (SAR) data and optical data for the first time to improve the classification accuracy.



The aim by the EEA is for the thematic accuracy is for 85% to be achieved within each biogeographic region, this assessment will be made on the primary layer, the grassland mask. A quantitative approach will be used based on a set of stratified random point samples compared to external datasets (e.g. GoogleEarth, national orthophotos or national grassland datasets). Assessments by the EEA shows an overall accuracy of 96.66% and a geometric accuracy of less than half a pixel, this is according to the ortho-rectified satellite image base delivered by ESA.



However, the EPA quality assessment of the Grassland HRL data for 2015 for Ireland is that the overall quality is of insufficient quality with significant miss classification from both a commission and omission perspective. A lot of improvements are required to resolve many of the issues identified around the miss capture of grassland areas in urban centres and sports facilities. The verification work also highlighted intermittent capture of grassland throughout the country and the poor delineation of grassland boundaries. Currently data in Ireland will always be a better data source meaning the current usage of this data in Ireland is likely to be limited.



The reports developed as part of the national assessment and verification process a have been submitted to the EEA with the aim of addressing the primary issues during the production process of future datasets.
