National Parks and Wildlife Service - Site Specific Conservation Objectives for the Wetlands and Waterbirds SCI for SPA Habitats - Polygon
Site-specific conservation objectives aim to define favourable conservation condition for species and habitats within SPAs and SACs. This project relates to the SPA special conservation interest "wetlands and waterbirds" under EU Birds Directive (2009/147/EC).
The CO_A999_Wetlands_and_Waterbirds feature class is a polygon dataset representing the wetland component within SPA sites for which Conservation Objectives have been set. This dataset has used the OSi Discovery Series (1:50,000) mapping as its base mapping. The following datasets have also been used in the creation of the CO_A999_Wetlands_and_Waterbirds dataset:
- OSi 2005 Orthophography (1:40,000),
- smp_national_sm_resource_revised_GIS_2011.shp dataset which contains Saltmarsh habitat information from a number of different surveys,
- Inventory_of_Irish_Coastal_Lagoons_2011_polygons.shp dataset which contains information on the lagoons identified in the Inventory of Coastal Lagoons 2007 report.
It should be noted that the primary motive of this exercise is to define the overall boundary of what is regarded as wetland habitat in the context of CO_A999.
Favourable conservation condition of wetland habitat is achieved when:
- the permanent area it occupies is stable and not significantly less than the area given other than that occurring from natural patterns of variation.
Mapping of the wetland area is used to define the area of wetland habitat at site level.

Site-specific conservation objectives outline attributes with targets, which define favourable condition for a habitat or species at a particular site. They are used for appropriate assessment of plans or projects. In addition, they can provide useful information for conservation management planning.
The maintenance of habitats and species within Natura 2000 sites at favourable conservation condition will contribute to the overall maintenance of favourable conservation status of those habitats and species at a national level.

The data contained in this dataset is initially created at a site specific level and then incorporated into a national dataset for dissemination.
The site specific level data is produced by subdividing the required SPA site into its wetland and terrestrial components. Initially the OSi Discovery Series High Water Mark (HWM) vector lines are used to create a polygon dataset of the area below the HWM. A Union operation is then performed with this dataset and the relevant Saltmarsh data for the site from the smp_national_sm_resource_revised_GIS_2011.shp dataset. Areas identified as saltmarsh in the wetland dataset are deemed to be part of the wetland component of the site. The spatial data associated with the Inventory of Irish Coastal Lagoons project is used to identify the presence of the EU Annex 1 habitat, 1150 *Coastal lagoons within the relevant SPA site. A Union operation is again performed to combine any lagoon data with the wetland component data. In general, regions inside the SPA boundary that are located between the HWM and the first physical feature e.g. Field Boundary, Road edge, Wall etc. are deemed to be supratidal in nature and as such are deemed to be associated with the wetland component of the site. As such these regions are added to the wetland dataset. In general, regions inside the SPA boundary and inland from the first physical feature are deemed to be Terrestrial.
A visual inspection of the wetland area is conducted with the wetland dataset overlaid on top of OSi orthophotography. Expert judgement is used to correct anomalies between the Discovery Series data and the orthophotography taking a number of factors into consideration. Regions of significant size, which have been incorrectly classified due to the characteristics of the Discovery Series mapping are reclassified by use of the orthophotography. Areas classed as Terrestrial are inspected and if no change is made to their classification are deleted from the dataset. A Clip operation using the relevant SPA boundary is performed to ensure that no errors of inclusion have been made to the dataset. Additional appropriate attribution is given to the dataset. Expert opinion is used to resolve any issues which arise.
This dataset has been created using ArcMap 10.
The coordinate reference system of this dataset is Irish National Grid.
