The EU Water Framework Directive (2000/60/EC) establishes a framework for the protection, improvement and management of surface and ground waters. The overall aim for surface waters, which include transitional waters (estuaries and lagoons), is to achieve at least good ecological status and good chemical status by 2015 as well as preventing deterioration in those waters that have been classified as high or good. This is the interim classification of transitional waters. It is based primarily on information and data collected by the EPA, Marine Institute and Inland Fisheries Ireland between 2006 and 2008. Assessments of the conservation status of protected areas carried out by NPWS were also taken in to account. A number of different elements such as Hydromorphological Quality Elements, Specific Pollutant Elements, Biological Quality Elements, General Physic-Chemical Elements and other factors such as protective area status were assessed to give an overall status result to each waterbody. Each waterbody is assigned the European coastal waterbody code, member state code, the coastal waterbody typology code, the waterbody category code, the relevant river basin district code, the status, Status date and the originators initials. Not all waterbodies have been monitored and so the cluster grouping is in the attributes as it has been necessary to extrapolate the interim classification status results obtained from waterbodies that are monitored to those that are not. When developing the monitoring network, waterbodies were selected to allow the data be extrapolated to the non-monitored areas. Extrapolation was carried using a statistical cluster analysis that grouped monitored and non-monitored waterbodies with similar characteristics. The classification status of the monitored waterbodies in each cluster was then applied to the other non-monitored ones in each group. Transitional and coastal lagoons were analysed separately as very little monitoring information was available.
