One of the products produced by the EEA under this programme are the “High Resolution Datasets” which are a data series covering numerous different thematic land uses / land covers. Comparable data is produced across Europe using earth observation methods developed in partnership with private industry. The Environmental Protection Agency, as members of the European network EIONET, provides data quality assessments and disseminates the data for Ireland. The EEA have produced a Water & Wetness dataset for 2015 under the High Resolution Layer programme. This product is a new baseline product, which fully replaces the previous 2012 separate “permanent water” and “wetland” products. The combined Water and Wetness product is a thematic product showing the occurrence of water and wet surfaces over the period from 2009 to 2015. The Water and Wetness (WAW) product has defined classes of (1) permanent water, (2) temporary water, (3) permanent wetness and (4) temporary wetness. There is also a 100m resolution water and wetness dataset and an additional Water & Wetness Probability Index (WWPI), however, the EPA currently only hosts the Water & Wetness 20m data on their GeoPortal as the dataset that was assessed and verified by the national team. In addition to this it is also based on radar information (Sentinel-1 data) with a geometric resolution of 10m on a pan-European basis. A multitude of optical and SAR imagery is used, covering a prolonged time series of 7 years, which aim at capturing the intra-annual dynamics as much as possible within a given area and lead to one image composite per season (each season covered by 3 months) and year during the observation period. Quality assurance follows the ISO9000 standards for Quality Management and comprises of dedicated procedures of ongoing quality checks (QA breakpoints) during implementation of the production chain, in order to keep persistent control over the various stages of production, assure fitness-for-purpose of the end-products and that all quality requirements are fulfilled. Priority has been given to the target thematic accuracies to be achieved by each product, as well as to the issues of product consistency (spatial, thematic, temporal) and homogeneity. Quality Assessment: The quality assessment has been performed according to INSPIRE Data Specifications. The data quality elements considered are: (i) Completeness, (ii) Logical Consistency, (iv) Thematic Accuracy, (v) Temporal quality and (vi) Usability. Each of them (excl. the Thematic Accuracy hereafter) forms a section in the QA/QC Procedures. The EPA quality assessment of the Wetness and Water HRL data for 2015 for Ireland shows that the overall quality of the data is insufficient. The assessment by the national team highlighted that some strata, particularly permanent water, are captured and identified accurately with good spatial accuracy. However, the capture of peatland and temporary wet areas was very poor. Considering the importance of these landcover types within the Irish landscape and their impact on climate change accurate data is essential. Peatland and temporary wet areas cover a large proportion of the national landcover and the poor quality of the HRL data for these strata brings the overall quality of the dataset into question. In Ireland, better quality national data is required to managed and monitoring peatland and temporary wet areas, therefore until there is significant improvements in this data the EPA sees limited use of this data at a national scale. The reports developed as part of the national assessment and verification process a have been submitted to the EEA with the aim of addressing the primary issues during the production process of future datasets. The EPA must be notified if any errors or emissions are found. It is not permitted to distribute electronic copies of this data to any other party without the prior consent of the data holders (Environmental Protection Agency). The data source must be appropriately acknowledged.
