PRTR: Chemical Industry

The PRTR Chemical industry sector includes the following activities:

(a) Chemical installations for the production on an industrial scale of basic organic chemicals, such as:

(i) Simple hydrocarbons (linear or cyclic, saturated or unsaturated, aliphatic or aromatic);

(ii) Oxygen-containing hydrocarbons such as alcohols, aldehydes, ketones, carboxylic acids, esters, acetates, ethers, peroxides, epoxy resins;

(iii) Sulphurous hydrocarbons;

(iv) Nitrogenous hydrocarbons such as amines, amides, nitrous compounds, nitro compounds or nitrate compounds, nitriles, cyanates, isocyanates;

(v) Phosphorus-containing hydrocarbons;

(vi) Halogenic hydrocarbons;

(vii) Organometallic compounds;

(viii) Basic plastic materials (polymers, synthetic fibres and cellulose-based fibres);

(ix) Synthetic rubbers;

(x) Dyes and pigments;

(xi) Surface-active agents and surfactants.

(b) Chemical installations for the production on an industrial scale of basic inorganic chemicals, such as:

(i) Gases, such as ammonia, chlorine or hydrogen chloride, fluorine or hydrogen fluoride, carbon oxides, sulphur compounds, nitrogen oxides, hydrogen, sulphur dioxide, carbonyl chloride;

(ii) Acids, such as chromic acid, hydrofluoric acid, phosphoric acid, nitric acid, hydrochloric acid, sulphuric acid, oleum, sulphurous acids;

(iii) Bases, such as ammonium hydroxide, potassium hydroxide, sodium hydroxide;

(iv) Salts, such as ammonium chloride, potassium chlorate, potassium carbonate, sodium carbonate, perborate, silver nitrate;

(v) Non-metals, metal oxides or other inorganic compounds such as calcium carbide, silicon, silicon carbide.

(c) Chemical installations for the production on an industrial scale of phosphorous-, nitrogen- or potassium-based fertilisers (simple or compound fertilisers).

(d) Chemical installations for the production on an industrial scale of basic plant health products and of biocides.

(e) Installations using a chemical or biological process for the production on an industrial scale of basic pharmaceutical products.

(f) Installations for the production on an industrial scale of explosives and pyrotechnic products.

Statement

Ireland's Pollutant Release and Transfer Register (PRTR) provides a publicly accessible and searchable database which members of the public can use to search for facilities in Ireland which are releasing PRTR pollutants in excess of specific thresholds or making off-site transfers of waste above specified thresholds for non-hazardous and hazardous wastes. The register also fulfills requirements of the Aarhus Convention, as a simple means of affording access to information about environmental emissions and transfers.

A facility must report data under European Pollutant Release and Transfer Register (E-PRTR) if it fulfils the following criteria:

• the facility falls under at least one of the E-PRTR economic activities. The activities are also reported using a statistical classification of economic activities (NACE rev 2);

• the facility has a capacity exceeding at least one of the E-PRTR capacity thresholds (Annex I);

• the facility releases pollutants or transfers waste off-site which exceed specific thresholds set out in Article 5 of the E-PRTR Regulation. These thresholds for releases of pollutants are specified for each media - air, water and land - in Annex II of the E-PRTR Regulation.

If a facility has emissions or waste transfers above the relevant thresholds, information is provided to the European Commission concerning the amount of pollutant releases to air, water and waste water as well as off-site transfers of waste. This information is then displayed on both the European Pollutant Release and Transfer Register and Ireland’s PRTR.

Note that only the information reportable under PRTR is displayed on this register.

The register contains data reported each year since 2007 for over 400 facilities carrying out PRTR activities.

For each facility, information is provided for each year concerning the amounts above threshold pollutant releases to air, water and land as well as off-site transfers of waste and of pollutants in waste water from a list of 91 key pollutants, including heavy metals, pesticides, greenhouse gases and dioxins.
